The Roman Senators of New York, apparently. I saw these people about a minute after I passed a Japanese woman in full-on traditional kimono, with even wooden geta, carrying a bouquet of flowers that must have been two feet tall. I'm not sure what was going on on Broadway that day.

The guys in the silly costumes were giving away free samples of fat-free Greek yogurt (http://www.oikosorganic.com/aboutus/), which is as ill-omened a phrase as I ever heard.
